Moving Tiles Scenario Builder

Hi.
I have a question regarding building scenario maps. I have built an accurate to-scale map of the North, the fictional country in Game of Thrones, but as I set about completing the map further south found I would reach the boundaries of the grid before reaching anything near completion of the continent. I ought to have looked at the boundaries properly before starting my build but the process was so engrossing I forgot to survey the lay of the land ahead.
Is there a button or a setting which would allow me to place the completed tiles I have further up on the hex grid so that I can continue to flesh out on what I have already created. My X and Y charts are both set to 700 and do not seem capable of exceeding that number.
Also..Is there a feature in game that allows you to navigate your units easier (To change their stats or unit location, in scenarios set in fictional medieval and post-renaissance societies there are fewer units to manage so the process is relatively straightforward but in early-modern wars the sheer number of armies make finding individual battalions in a division very tedious.
Finally, how exactly are scenarios I build made playable, this might be a bit of an abstract question but I do not understand how to set objectives despite consulting the game manual.
