I keep getting worker strikes, but despite meritocracy being my highest politics profile with 52 and martial tournaments unlocked, I am never given the option to react to the strikes with the meritocracy option.

It can't be random? Autocracy reaction is always available, does anybody know what's required?

The meritocracy option is available when workers are happy but populace is not.

For popular protests, you get the meritocracy option, for worker strikes, you don't.
