1% production penalty due to area circumstance gives 0 radioactive, despite the 22% governor bonus.
It seems that rounding down from the first occurrence is too punitive in this specific case.

In the same turn, but in another zone, I have the same asset which gives 1 radioactive whereas it has 3% of penalty.
