UK can’t build a lighthouse at most harbours. You can only build a few at pacific coast.
Is this intended?
At least I would prefer you can build a lighthouse at all harbours.

PS: I have seen this at SC American Civil War V1.06.00. Have not tested with V1.07 jet.

Lighthouses can only be built on coastal ports, but not on river ports. Because the ports on the Great Lakes count as river ports, lighthouses can't be built there.
Unless I'm missing something, this should explain what you're seeing.

I made some additional tests and found out the restriction are not river ports but small ports.
Therefore I can easy mod it by replacing small with big ports (I have just done it in my mod 1861 Balance).
