[1.2n Oceania] Enemy unbarking battle logic

I've encountered an unfair situation for the AI when it comes to unbarking. For some reason, the AI is sending thousands troops to be slaughtered every round. I recently conquered a city of theirs that was on my continent, and maybe 2 rounds later I noticed they'd embarked in an area nearby right beside some of my tanks. I defeated the embarking easily with no lost troops on my part, then moved into the embarkment space. Since then (starting the very next round), the AI has sent at least 3 or 4 rounds worth of troops to be killed, and I'm assuming they're just going to continue to do so if they don't adjust their logic or their troops don't get significantly better. The problem here obviously is I can't just let them embark, so their population is going to dwindle, and my troops are inevitably going to be the best trained killers ever.

I am looking into making some AI improvements based on player feedback the coming week. This is the top item on my to do list!

As an aside, many rounds later it's still taking place, and for the first time I tried to embark on their coast. Didn't go so well for me either, but at least I know when to stop lol... or do I? :|
