[1.20n] City Event having it's effect on wrong city

Got an abduction Event in a very small town called "Tangent", silly name I know, but the original name was Bucha, which I find a rather questionable name generator with the current situation in Ukraine (add on top all those different types of Wagner mercenary camps dotting the map (yes they are called Wagner Inc, Wagner Merc, Wagner etc), makes the automated naming of assets in this game a pure provocation from today's point of view. The game has been programmed before the war in Ukraine, but people are playing it now. Not the best PR depending on your target audience...
Anyways, back on topic, I decided to go for the option to not help my governor of Tangent in his roll. However he managed to succeed on his own. Still almost 12'000 population and workers got killed, but not in "Tangent", the city suffering was my capital "Liberty".
This wrong target bug is old now, it's not the first time it happened and I've reported it some time ago.
Reloading doesn't replicate the bug so all I can help with is the screenshot.
This type of bug starts to annoy me bc what good are my decision if I can not count on them to effect the city the event is about? Had the loss of population actually occurred in Tangent, the loss would have been negligible because it is dependent on city/population size.
This case is not isolated to the abduction event, it seems the game mixes up City IDs in general. Maybe not too often but it happens every once in a while. Also affected from this bug are city upgrades where a different city gets upgraded instead of the correctly indicated one. Managed to upgrade to a lvl 6 city with only 100k pop that way.
I really enjoy the game, but seeing old bugs not being fixed doesn't motivate me for oceania, it really doesn't.
