add a new stratagem to pick whatever card u want

there should be a general stratagem with more chance to roll on democracy and mind. that is unconventional thinking
so u can pick whatever card at 2x the cost so say u want a milita barack but dont have fist u can pick it.
so u can get special cards from whatever ideology even tho u dont have it.
there should be -cost based on the % u have. so if u want recruit talent have 59 meritocracy it should be like 1.5x the cost
it will still leave the super OP 80+ ones out of reach unless u have 100pp but basic ones at 4pp now cost 8 is reasonable
