Minor Diploannex Too Easy

Right now diploannex of minors is very easy and the AI does not do it at all, making even Nemesis games non-challenging for any map with a reasonable number of minors.
Two suggested fixes:
1) Have a mechanism for Majors (especially a nemesis) to diploannex minors, to allow them to compete with the human player.
2) Make it much more difficult for a Diploannex to succeed.
I'm going to suggest a simple mechanism for the latter option. Give each minor (and major) a regime profile. If a Major (human or AI) has a matching profile to a minor then relations can be increased, leading to a possible diploannex. However if there is any difference between the profiles then relations will be exponentially harder to raise, and will naturally drop, leading to conflict.
This should make Nemesis maps significantly more difficult as they will either diploannex or conquer surrounding minors, and start to snowball faster than the human player.
