[1.1.3.4] dhayut slavery research is over planetary research & random blue lines

saw that in this game the "enhanced slavery" research is ontop of the "planetary governance" research. (maybe caused by the random research tree?)
also i saved it right in the zoom level where i noticed some random blue lines going over the screen in intervalls... no idea what they are or why they appear or where they come from.
