Partisans: How to reduce?

Is there a way to reduce the amount of partisans?
In other games, you can create security detachments and garrison cities.
Any advise?

The short answer is no.
Security battalions will be created in some major cities as your army advances. Over time they will become more effective at controlling partisans. So the more terrain you take, the more likely the partisans will increase. This, of course, will disrupt your trains and interrupt fuel flow.
There are a few decisions concerning POWs and Nazi atrocities which you will be presented with. These are situations that, you as the army commander, are out of your control. You can make formal complaints about the situations, however, your boss OKW will take a pretty good hit to his reputation, which, in the long term, will undermine your ability to win the war. If you brush them aside, partisan activity will increase.
To counter the disruption of fuel flow by partisans, you need to make sure the Luftwaffe supporting your army groups stays fairly close to the panzer corps commanders so that they can air lift fuel. Maximum distance is 15 hexes away. You will be presented, fairly early on, with a decision as to how to use the Luftwaffe. That decision asks whether they should fly only in good weather out to the extreme, they fly in whatever conditions are present. That is a very important one and considering that you MUST win the war quickly and not get stuck in the coming winter, tells you what you should decide.
Overall, partisans, like many other decisions and situations, should be viewed as distractions to your main goal... win the war as quick as you can.
