no scrap mode button

Under both 1.20.2 and the open beta, the scrap mode button is not present on the stratagem screen. I'm far enough into the game that I have over 200 cards and all council members. Is there something that has to happen before that option is available? I do not yet have the expansion, could that be part of the problem?

The problem may be that my scenario version is not up to date for some reason? Somebody came up with this in the steam thread I started.

If I start a new scenario it has scenario build version 1.20q and scenario version #179. I started the messed up save on April 3 or 4, after the expansion came out. I do not own the expansion yet.

scenario version needs to be #96 or higher for the scrap feature to be active.
maybe you started a game with a very old version (before patching up?)
