Install Issues between Players

Hello All.
Am starting a new game and my opponent and I are having issues. The problem appears to be on Tom's side. Here are a couple screenshots and then he'll jump on with his perspective.

From the first post seems the pwhexe.dat on the right is not in the correct location, it's in specific user location and not in a general location that makes it available to all users. Don't know why this should make a difference but I'd suggest uninstalling it completely on this machine, reinstalling normal to C:\Matrix Games\War in the Pacific AE as the other one is.
The one on the left is installed normally except the computer wants to use a media file to open it but as you never open it directly it can be ignored.
As to the bottom post it looks Ok to me so what I'm looking at?

After a new install, I keep getting the same error, even with a fresh install....
I am sure I am doing something small wrong, but I can't figure it out.

You know that 11.27 is a patch, right? You installed the original game first?

Yes, I did a fresh install and then patched...
