replacing the secretary is way to expensive and makes no sense

Intuitively, I agree - it doesn't seem to make sense that the secretary is different from other leaders regarding dismissal. But from a game perspective, the post cannot be vacant. So, when a secretary dismissed, another new leader must take the post, and I suspect that's really what the extra PP are about, getting the new leader and not dismissing the old one.
