Why sometimes you can't load colonist?
79M on a planet, fully assimilated, developed, and happy... loading colonist is not an option

You need 500m people before you can load population from that planet.

I believe it's not only 500M population, but more restrictively 500M of the species you're trying to load.
I've got a colony with 300M humans and 300M ackdarians, for a total of 600M, but have been unable to load anyone from that colony.
