how does one successfully make a scenario of say a conflict in Africa or central America and make it realistic and playable?.

There are a number of scenarios for South America, you might find them applicable for modeling Central America. For inspiration suggest you take a look at:
Acre War 2011
Ecuador 1995
Essequibo 2010
Guerra no Pampa 2011
Guerra no Pampa 2016
For Africa, I’m guessing you’re asking about the modern era and not the colonial period. I would look to do small scale scenarios featuring companies and platoons. Bad guys capture towns and villages A. B and C. Good guys (government and/or UN Peacekeepers) arrive to save the villagers. Then again, the bad guys might be the government.
African conflicts since the 1960's seem to be mostly guerilla actions of small units spread over large areas. Of course, there are exceptions, but I wouldn’t try to model a large area with guerilla units. Stick with a well-defined win/lose criteria, small unit action and a map big enough to enable some maneuvering.

There have been a few (or a lot, if you consider the North African front in WWII). But I assume you refer to the post-war decolonization/hypothetical conflicts. Ones that come to mind are:
Angola 1971
Eritrean-Ethiopian War
Walvis Bay 1991
Zimbabwe 2003
Yours truly is working on a Rhodesian Bush War scenario, currently entitled "FireForce Rhodesia 1977". However, yours truly is also an objectively terrible scenario designer who has 4 scenarios in the hopper and hasn't quite been able to get any of them ready for primetime. If you're interested in playtesting it as it gets a little closer, let me know. Super interesting war, Rhodesia.
