Question re: movement of unit

Hi, I cannot figure out the following movement restriction:

The Chinese Army has good suppy and 3 Action Points available. It can move to the SW hex (mountain, across river) but cannot move to the S hex (which i think is exactly the same = mountain, across river).

Can someone understand and pls explain why is this happening?

They are in different weather zones so it is possible one had better weather than the other?

I didn't think to check the weather (and cannot check it now), but it is possible and I guess the most likely explanation. Thank you Bill!

The reason is that hex has a Major River. Major Rivers cost +1 action point to move into.

It's not about whether you "cross" the river but all about what hex the major river is on. You have to look very closely to see sometimes.

The river does have to be crossed in both examples though, which is why only the weather could explain the difference.

When hovering the mouse over the 2 target hexes, different information appears on the low-panel:

On this hex, both images are "mountain" & "mountain"

while on this hex, it is "major river" & "mountain".

I'm not sure what does this difference means?

Ooog. Making my map I've typically gone, as is my wont, with accuracy over consistency, often shifting which hex the river goes into. I had no idea that the above dynamic was in play. In the big scheme of things there's not much I can do about it since you cannot know which side will be advancing into which hexes. I can see why it was programmed the way it was but sure would be nice to have it affect movement in both directions across the relevant hexside.

If you look closely one of the mountain hexes has mud (the one that the unit can't get into), and the other mountain hex has clear weather. It's hard to see except with a large screen at times, especially places like China. The tell tale is the slightly browner tint...at least from what I can see here with these images. 👓

Well this raises another question: why do Major Rivers NOT add +1 to movement cost on mountain terrain?

For example I can find swamp hexes in Russia and China with a Major River, and the total cost to move into the hex is 3 (no weather, no roads). Again, "crossing" the river seems to have no effect, it's only whether the Major River is there in the tile. However I can also find mountain hex tiles with major rivers on those tiles, that only cost 3 to move into (should be 1 + 2 + 1 = 4).

It feels like there is some logic here where terrain which gives more than +1 cost ignores the major river cost, sort of the opposite of fortifications which give a defense bonus on >= +2 defense but not on = +1 defense.
