Are Individual non-Campaign Battles Possible?

Not played RTW before, but wondering if I can conduct 'test' battles outside the Campaigns? This would be between my latest theoretical design vs I'm not sure what. Thinking it unlikely I'd be allowed to fight against a fully reveled enemy ship, so maybe a rough 'draft' of what I think the enemy might be building? Or maybe against one of my own ships?
Liking that this should be hitting the water Q2 2023, being patient.

Fleet exercises can be run during a campaign as a test battle between friendly ships.
Other than that, at this point scenarios can only be modded into the game.
