Am I missing something...or is this a bug

As a noob I'm working through the tutorials and note that in the tutorial Air Warfare Tutorials > Strike Tutorial > Strike Tutorial -1 - Bombing Range that if I alter the WRA for the first bombing example, i.e. F-16CM Blk 52 Falcon against Building (Guard post), it doesn't behave the way I'm expecting.
By default, the side Doctrine & ROE, the F-16 is due to drop all bombs against the building (Land Structure - Hardened - Unspecified), i.e. 6 x Mk82 500lb LDGP. However, by way of experimenting I note that if I set the Weapons per Salvo value to 1 rnd then only one (1) bomb is dropped per bombing run; if I set the WRA rule to 2 rnds then three (3) bombs are dropped; and if I set the WRA rule to 4 rnds then all six (6) bombs get dropped.
I was assuming that I'd be able to drop bombs in pairs, but that doesn't appear to be what happens.
Is there something in the documentation about how bombing in an F-16 is implemented that I am missing, or is something not right?
