4.2.2 no air combat

Version 4.2.2 (debug)
I tested this many times.
Fly only CW planes. If you attack only La Spezia, there is air combat. But if Brest chooses avoid combat, there is no combat in Brest or La Spezia.
Port attack La Spezia with CVP (bomber) and LND3 from Southern France
Port attack Brest with CVP (bomber) and LND3 from UK escorting with FTR2 from Southampton.
Intercept Brest with Italian fighter from Brest
Intercept La Spezia with Italian fighter from Turin
Intercept Brest with CW fighter in France
Both roll 6 for surprise in La Spezia
Roll non-phasing 4, phasing 8 for surprise in Brest
Avoid combat in Brest
Don't use any points in La Spezia
No air combat

Just for grins I downloaded and ran your case in the latest, 5.0.0.10 (debug). It takes me to the air-to-air (for both). I don't get the opportunity to avoid. Even after the air-to-air when Germany has 5 SPs (Brest). I'm confused.

You should be able to avoid combat only before the A2A combat, not after it, anyway.
However, as we all know, 5 surprise points should be enough to call the screen where you can avoid combat, earlier.

In my game when air combat over Brest started it was possible to use points to avoid combat. When I chose to do so, there was no air combat over La Spezia.

I want to thank you for this saved game. I have come across this situation with multiple port attacks in my own games, but they usually involved 4 major powers (two attackers and two defenders) which makes them difficult to recreate. With your game I should be able to figure out where the problem is.
