Am I right in thinking even if a port is surrounded land side the proximity of a friendly navy will never reduce the port to below level 1

But will the proximity of a friendly fleet help stop reinforcements getting to the enemy unit in the port

You can never completely reduce a port in WPE. There are a couple exceptions that are listed in the notes.

There are so many ways to get supplies to people in a port.
