Another Bug?

There are 3 Italian subs in hex 140,25. The weather in that hex is clear and it indicates that the hex is recon high. They have to be in fleet mode because in the Axis turn they sank a French BB in surface combat. I have UK CV's in Gibraltar. I moved them within 5 hexes of hex 140,25 but the naval air attack icon does not light up. The weather in Gibraltar is cold. The only reason that I can think of as to why the CV's cannot even attempt a carrier strike is because of the weather in Gibraltar but this to me makes no sense. I have attached a screenshot.

Subs can be attacked by naval units (including CVs) only if they are adjacent (or in) to a coast or beach hex. Deeper at sea they can only be attacked by land-based air units.

Thanks for the reply. I knew the rule but forgot. I wonder why land based air can attack subs at sea but CV air cannot. When you place a CV on a convoy route it provides a multiplier which helps to sink subs that are raiding so if they are sinking subs in that instance why not when they are in fleet mode in a ocean hex?

CVs used to be able, same as land-based, but it was changed a few patches ago for balance. Sub were sinking way too fast in the Atlantic. Was probably done more or less at same time when CVs got their escort bonus for convoy lanes.
