No soviet first winter?

Is there a chance that the Soviet First Winter event does not fire? I'm in the middle of a game with EarlyDoors. He invaded Russia in August 1941. It's now March 1942 and no Soviet Winter event fired. Is there some trigger that needs to happen or is there some small chance that there is no first winter effects?

That's right, there is a small chance that it won't happen in the first winter. It's unavoidable unfortunately as the only other option would be to have it guaranteed at a certain point, which has its own issues.

I recently had it happen at the last possible moment during the first winter. I think march 1942.
This had such a big impact. The HQs got chipped so that the chains did not work anymore. I could not even repair the forward HQs right away.
So the tanks at the forward HQs were left for several turns in low supply and unable to get fixed.
Which in turn of course translated into very low readiness.
It took me well into July before my units were in reasonable shape again.
Maybe this works as intended (Case blue also started late historically).

BUT: The winter event several turns earlier is so much better for the Axis player. You can use the following bad weather turns to get back into shape instead of having to waste half of the campaigning season.
This puts a lot of randomness into this event.
