Doubt about "Force Proficiency Check"

Hello everyone,
First of all, I have read in the manual and I know the concept of "Force Proficiency Check" but I still have some doubts about it.
1-What does exactly means that a "force proficiency check" has failed? Both in game terms and in real life combat terms? I do not get it.
2-Regarding the previous question, the manual says that the force proficiency level is not the probability of not having your turn ended by a force proficiency chekc...but why not? As far as I understand it, it DOES mean that right? I am sure that a force with 99% of proficiency has much less probability of having its turn ended by a force proficiency check. Am I right?
3-Where do I check the force proficciency level? It is checked in the "situation briefing" at the start of each turn, right?
4-Regarding the previous question. If the the force proficiency level is that value, failed proficiency checks will be less and less usual as the game proceeds, right? Because the force proficiency will increase (due to the veterancy of the units that battle over the course of the game turns).
5-When in the manual it says that "a random check against the force proficiency is made", what does it exactly means? It means that the game will check the force proficiency at the end of random turns instead of at the end of every turn?
6- The manual says that to have a premature ending of the turn, you have to fail a random Force proficiency check and a random check against the number of rounds remaining. What does exactly means "check against the number of rounds remaining"? I literally do not get it, not in game terms nor in real war terms.
7-Any advices from veteran players for noob players as me to intuit a premature end of the turn by failed proficiency check? I guess that, the less proficiency level your force has and the less rounds are left in the turn, the more probabilities you have of a premature end of the turn by failed proficiency check.
