Reading about chain of command rolls vs freight capacity?

So, having higher level of commands closer to corp commanders increases the chance of roll success.
And that would be one way to place them.
But another is to place them on key depots such that they boost the freight capacity of the depot and hopefully the freight going down the line to combat units.
So, what is the thinking of those who have the done the analysis of the role of senior commanders? (Herr Wiedrock, I am looking at you.)

Range bonuses are just minor.
Just make sure to always be in the "allowed range" to not break the chain.
In
this spreadsheet you can simulate what moving your HQs may give. Change the numbers in the two yellow boxes to test setups for different ranges/commanders. There are four results shown (green), the first is the chance to pass a roll with a full chain of command using your chosen Commander values/distances.
I can't guarantee that it is 100% correct but it can recreate the math examples given in the manual, at least for the first results collumn (full chain of comand).

Rereading with some time+at PC some further notes.
Concerning the ranges you may want to ckeck this collumn to not have negative numbers.

Concerning the "HQ on Depot vs. HQ closer to units":
Having a HQ on a Depot looks nice just taking a look at the increased capacity but from my understanding it helps close to nothing, as can be seen here:

Since increasing the Capacity seems to not affect the flow at all, further numbers there are: Gorodok has a ArmyHQ on it and received 1.6k, the others without HQ also received about 1.6k. I therefore do not see any use of putting a HQ into/on top of an Depot if not planning to put an FBD there as well. I may miss something and hope for other correct me there.
So thinking about this HQ-Depot thing seems to be only worth doing when there is a FBD unit inside the city too, which will then increase the "pull effect". It needs to be inside the city for 1 turn without moving to take affect the following turn (#Super Depots).

Thanks for your additional analysis. Another way too look at it would be if supply is not a problem, you want every roll you can get.
The supply network it seems that although side lines don't move as much opening them up can make a difference at the depots. I have also begun using the recon view to find railyards. Of course city and airfields are obvious, but you never know where a >1 railyard may be sitting ... combined with your implicit track network ... it may be a little gem of a find and just a 10 mile detour.
