[1.1.3.9] Forgotten danger zones

If the game forgets that there is a danger zone that prevents civilian ships from entering, there is no way to stop it from sending constructors over and over again.
Workaround: Game Editor >> for example, adding a freighter >>
If a Construction Ship is already on its way - it's not really repairing it - the game doesn't stop it. So when it arrives, it will be attacked and, in this case, probably turned into stardust.
When a new danger zone is located, add a slow tick check to stop ships. Depending on player policies, you may ask the player or do it automatically.
