Axis Leaders for XXXX XXXXX etc

I am trying to work out which leaders ( PBEM Axis player) are best for the senior commands - should they really be based around Morale rating alone ( which has no range modifier) - obviously not. But can I have anyone's thoughts. OKH I have Halder because he is so good at admin but should I have someone else?
I think its fair to say by end of 43 because of the risks of getting killed the very best commanders anyway are looking for safe posts in Army and Army group commands or at least that is my plan. Unless they are with very powerful units.
