Come to find out, this can be done in-game...I missed that.

Not sure who might be interested in this, but I have a attached some simple Preferences files to change up the text/background color.
More of an experiment, & I like the Yellow on Black for now.
Just replace the Preferences file in the main directory (capped for easy reference) with one of these.
Moved to Modding section for the future.

example, starting at line 57 using 'notepad++'

NationColor1=clYellow

The lines that begin with "NationColor ..." do not adjust text; they set the ship deck colors used by each nation.

Yes, I was fiddling around with this thinking that was necessary...I was wrong.
