AFAIK you have to change the priority for the Luftflotte.
But don't ask me what's going on with AGs of different Luftflotten in the same Airfield , I did not yet mess around too much with that stuff yet.
If you open the "Unit Card" of a Luftflotte you can click there in the top right on "Show Subordinates (CR)", then u see which Airfield is "assigned" to which Luftflotte.
