Defenders lose automatically most of their hexes to the attackers (HELP)

For the past week i've been making a custom scenario for me and 2 other people to play together. But since i have gotten close to finishing it, the second side for some reason loses almost all of their territory (except urban hexes, most of the roads and areas near units) to the attackers. Is there anyone that might have a clue whats wrong?, i can even drop the link of the scenario if needed.

Do you have a "Guerilla" event?

Yep ive set it a value of 100?, could that be the problem

EDIT: seemed to be although, unit stats still dramatically decrease for some reason
EDIT: it seemed i messed up with the shock value.

Yep. A value of 1 is huge. 100 changes every possible hex every turn.

Alright so guerilla is random tile change. The number is the chance. 100% means there every tile that can change will be changing every turn. I'd either set the percent to like 1 or get rid of the event.

It'd be fun to have a scenario where you had to have troops actually holding line of supplies otherwise the territory would be lost, and you'd be cut off, but IDK for a balanced MP scenario like what you're making.

If you want to do a guerilla war, then you can spawn in small guerilla forces by event. I recommend this over random tile change. Do note, the guerilla unit type, (G) has some special attributes. It gains double attack when attacking someone who has moved into unfriendly territory (ambushes). Also I'm not sure, but I believe it has some special rules with supply. IDK, it's in the manual.
