Tankers not refueling bases

Does one have to periodically manually check Resorts, Research Facilities, Mining stations to ensure that they have fuel; especially after battle or when first built? Tankers unattached to fleet and set on auto run about refueling ships that have run out of fuel or just sit idly by with no orders whilst facilities have zero fuel or fuel in red.
Running on Aurora as for all practical purposes that and 1.1.2.4 are all that is available.
As a side question is 1.1.2.4 an improvement over Aurora? Was concerned with the messages listing incorrect data.
Aurora is playing beautifully and smoothly. The about the time I am getting to tech level 4 it suddenly just locks up with spinning curser. Reboot does no good just plays for a few moments from backup then locks up again.
