Don't Understand What's Happened to UK Production

It is June 41 and the Axis invaded the UK. They have taken East Anglia and Southhampton. London is surrounded. UK production has dropped from 230 plus to 68. The reason is that all resources coming in to the UK through trade routes indicate "blocked" and when you hover over the trade route it shows zero. This includes oil from Iraq.
Is there a rule we are not aware of or is this a bug?

No, I have seen it quite often.
If I recall correctly, all trade must go to the capital to be counted. Since London is surrounded, it can not anymore. As strange as it sounds, if London is captured, things will get better. You lose London PPs, but at least trade resumes to the new capital probably (as it starts from Liverpool where the convoys arrive).
Better just give up London and hope your opponent is sport enough to take it.

I've complained about it many times. UK capital should immediately relocate.
If Germany doesn't take London your game is permanently borked with the UK having less production that it would if the entire British Islands surrendered.
Worse yet, your oil income is ZERO and your fleets consume a lot. Soon you will be completely out of oil and cannot move any units.

Yikes, shouldn't something this significant for the UK be detailed in the game notes?

Lemme see what I can do. Probably end up putting in a script to automatically move the capital if XYZ happens.

Or maybe an option to move the capital by the player. That might be better.
