[1.21.d] Demand: civ lvl at 9.18

Is it even possible? As the civ lel is a sq root of total civ score, which at max=100....MINUS ONE
Unless I am missing something

No you are not. You are running in to a sub-optimal game condition where some Factions has only Demands possible (fitting to its Profile) that are impossible. For the moment you'll have to deal with them asking the impossible, but i'll try to address this in the upcoming open beta patch.
