Odessa isolation problem

I have had Odessa surrounded for 3 weeks and you can see it says it is isolated in the popup, but there is no red border around the units there like in the other surrounded Soviets as in the screenshot. When I attack Odessa falls, but units rout out instead of surrendering. What am I doing wrong? This is NOT the first turn it has been isolated.

There is still a sea evacuation route from Odessa. this is a port.
And at the expense of isolation, in fact, it’s unlikely that 3 weeks will be enough for you to exhaust your defense resources.
If we assume that in Odessa there are 50k at the beginning of the environment, and there the consumption of at least 5k cargo per turn, then it will take 10 turns until the resources are completely exhausted.
But more precisely, only the Soviet player will tell you here.

Easy enough question. Is this the start of the turn in the *air phase* or the ground phase? If Odessa is no longer isolated when you receive the turn in the air phase, then that is why. You need it to be isolated at the start of the turn pre-air phase and keep it isolated during that turn post-air phase.

Leave one hex open (in the NE). The units will withdraw there. In the next turn you have them all (no port to rescue them). Gamey!?

I see this was the case - Odessa was not isolated in the pre-air phase. This has happened I think 3 turns in a row. How do I keep Odessa isolated in the post-air phase? It seems the Soviets de-isolate it during their turn.

Make sure you run naval patrol during both air phases (friendly and enemy) in that turn. Should the next turn start with Odessa isolated, run naval patrol only during your friendly air phase.

Naval patrol is not the drop down on the side bar for the AOG, but an F-key like Recon or Air Sup?

It's both.
F-Key you can set it as an Air Directive as all others.
"Dropdown" you set a Port for automated Naval Patrol, this will be done by all planes which are not doin another AD in this turn.

Post-note: Don't try to keep Odessa isolated without Flieger Fuhrer Ostsee.
I was saving them up North for Leningrad ops. Down South I was using hundreds of Ju88's with mines and was getting sea interdiction of 3:1.
I was getting isolation during my turn, but not enough to keep it during the Soviet turn. After I brought down Flieger Fuhrer Ostsee the interdiction levels raised to 5:1. Odessa remained isolated and fell easily the next turn with 85,000 prisoners.

I think the important thing is not strictly the AOG (Fliegerführer Ostsee) but the Gruppen or Staffeln with specialized "Naval warfare" aircraft (Naval only = YES) and, apart from the Fliegerführer Ostsee, you also find that type of aircraft in multiple units with said "Naval" capacity (KG26, KG40, etc) in the Western Europe, Norway or Balkans Theater boxes.

As Rexzapper said. Ingame you can find most of them by filtering the CR for Patrol/Torpedo, but some (like KG 26) are LBs. "Naval only" units are supposed to have a greater effect when doing Naval Patrol missions (altough I am not sure if there is a further difference between Patrol/Torpedo/LB, concidering they'd all use the same plane/loadouts).
Here is a list of the available "Naval only" units.
This is a CSV export. It is missing units which are later renamed into another one and becomming a "Naval only" unit by this or vice versa.
