[QOL request] Add ability to reorder units in group Formation Editor

Not a bug so I'm not attaching a save game but I can if requested.
Simply looking for the ability to change the order of the units listed in the Formation Editor (F4). I want to take advantage of the new formation shapes tool (e.g. Line, Column, Wedge, etc...) but that mechanic sets the waypoints based off of the list order, which as far as I can tell cannot be changed. That means if I want to choose the order that ships should take in a wedge formation, for example to to put two specific ships on the immediate flanks of an aircraft carrier lead, then I cannot use the formation shape tool because it will use the arbitrary unit ordering.
It would be fantastic if I could either drag and drop the order of units listed in the Formation Editor, or use the arrow keys, or if there were arrow buttons added to the UI.
