I believe the non repair issue happens here too. I thought originally it was a partisan attack with the unit actually sitting in the Kunming but later I realized the message was that the unit wasn't getting supply. It decided to never repair also.

I'll see how the map might be modified. I have to check rail connections to that hex historically.
