Captured cities can't produce units

Hello!
I'm pretty new to the random game mode, although I like it a lot. One of the things that I haven't been able to 'solve' is the fact that none of the enemy cities that I have captured can produce units, even a few years after the city was captured and the war ended. I don't suppose it should be like that?
Any help would be appreciated. :)

Actually this is exactly how it is supposed to be.

I think that the logic is that enemy people don't want to fight for you. :)

Thank you for the answer! Yeah, makes sense I guess. But I still hope that they'll add some options of managing captured territories in Phoenix, for example forcing the population to fight for you in exchange for lower morale in these units and dissatisfaction with your rule. Would be pretty cool in my opinion. :)

The political points you get from captured cities are fungible, meaning you can produce fewer PP and more war goods in your home cities. Anyway, I wouldn't change the way it works now.
