Changing Game End Date

I like to try a system of bidding for how long the CSA can hold out as a way to balance the game. Each player would secretly bid for a game ending date and whoever bids the longer date plays the CSA.
What files and what in them do I have to change to have the game end at a different date than 1861/12/30? And do I need the exact date the game will see or will it end the first turn on or after that date?
