Is it possible to create an artificial island on the sea, with artificial/custom elevation data? so I can placed an airbase or any other ground unit there...

there is a surface unit you can use called: Mobile Offshore Base (Battle Island) (Hypothetical) You can build off of that perhaps?

Maybe a compromise, but you can place facilities on land and then move them to an "island". I used to do this a lot to simulate some of the artificial/constructed non-islands in the pacific. I'm not sure about ground units. I used mainly airfields and SAMs. Plus the elevation is 0.
