War Emergency Act,Loans,Cities paying for a BB

I'm really enjoying the Game ,If possible tho would like to see in the Finances Side Some War Emergency Financing act etc (also Via Loans/Bond )reflected in the Game,Also playing as British , if a City decides to pay for a Battleship why should it come out of the Naval Budget,I would like to see those accurately reflected in the Finance Ledger.
