It looks like there's still a bug with foreign station tonnage being double counted - I reported this during the beta and I thought it had gotten fixed, but I just ran across it again. Germany game, 1890 start, I just got a new possession in Southeast Asia which added 5,000 tons to my FS requirements. My previous requirement was 3000 tons in the Indian Ocean. I had two colonial KEs on station, each worth 2125 tons (1700 ton KE with colonial service), for a total of 4250 tons on foreign stations. I should have needed 8000 - 4250 = 3750 additional tons of FS ships. Instead, it says I only need another 750 tons - which tracks with my FS corvettes covering the 3000 ton requirement in the Indian Ocean AND contributing their tonnage again to the global pool to help cover the SEA requirement. I checked and confirmed that it only took one of my other corvettes assigned to FS to satisfy the requirement, so it's not just a display bug.
