Troop/Stacking Limits

As you increase port/air field/fortifications on the small to medium sized islands do the troop stacking limits increase

No. Improving facilities doesn't make the island's acreage any bigger.

Someone once pointed out that it isn't the land mass that defines the stacking limit, it's the amount of fresh water available. Logistics can bring in some water but not really enough for long term habitation. And if you want to build concrete forts or runways ...

Stacking Malus

Overstacking a hex causes disorganization and fatigue to increase.
I just don't know how much is ideal to over stack a hex in an attack?

Assaulting a 6k Troop Atoll is keeping the assault force under 9k ideal?
How about the 10k and 15k atolls, how much over the stacking is ideal?

City assaults run into the same problem, how much to overstack without incurring a major
stacking malus. Chungking is often so costly to the IJN because they have to overstack to get
sufficient AV in the hex. If CK is defended to the max than what is the ideal size to wear down the
defenders but not suffer too much from over stacking?

Some info from Alfred (cannot find the thread anymore)

"It is clear from the combat report that the Chinese forces suffered absolutely no adverse results from overstacking but Japan was greatly overstacked. An example of the consequences of overstacking is that for each 10% level over the stacking limit, supply consumption shoots up by 20%. Thus a 88% overstacking leads to approximately a 180% supply consumption. That alone would have led to a substantial reduction in adjusted assault value. "

I've read and palyed with this in mind. As the supply phase takes place after ground combat phase stacking limits do not play a part in attacking an atoll. They do for the defender who's on the island but not the attacker. Next turn if it's captured they wil suffer if you left them on it.
