Not sure if this is working as intended, but if I start a new game as the Ackdarians under a Republic government, as soon as the notification pops up that I've gained insight into Planetary Governance due to my government type, and the facility automatically gets added, the Quality of the planet also jumps by 20-25%. Is this intended? The facility should be adding 10% to Colony Development, but why is the Quality shooting up so much?

Maybe I just don't understand the connection?
