Currently this makes it predictible, especially in multiplayer where it can be gamed without reloading a save. For exemple: playing militia loss of faith, it's possible to know which zone will be the target of all fate stratagems. This means it's possible to play a bunch of fate stratagems on some hell hole with 1k population maning a small truck station. Or it's possible to play unrest fate cards at the same time than fear fate cards. It will still be a malus, but fear will counteract unrest.

Therefore I suggest that the game rolls for a zone every time a fate stratagem is played.

The fate card that gives 3 artifacts also give the same set of artifacts if played the same turn. I also suggest that the result changes when played multiple times a turn.

Agreed to this. Its so hard to restrain from abusing this when I see the opportunity.

Yea this has been a problem for a long time. I also wish for this change.
