China's surrender bug?

I'm playing a PBEM as axis and it seemed that Russia & China were about to surrender. However, in Feb. '44 the following happened:
- Japan conquered Lanchow during its turn. (the 3 Rs capitals had already been conquered in the previous turns, but Russia had not surrendered).
- At the end of turn, I've got the "Russia surrender/divide with Japan" Decision (apparently RS surrendered). I chose to "look at the map".
- When the "surrender panel" minimised at the lower left and the map was visible, I got the message that "China's capital moves to Urumchi and then... the whole of China reverted to allied control! Then I've got continuous messages (3 or 4) that Chinese capital moved around in various cities/capitals (previously captured by the Japs) and apparently China is liberated!
I cannot tell, if Russia's surrender proceeded normaly or sth similar happened. Perhaps Kaigab (allied player) can comment on that?
