Bugged late 1910s CA template [1.00.08]

I seem to have found a bugged ship template. I don't have the "Inclined Belt" tech yet, but this auto design seems to have come with the Inclined Belt built in. However, because I don't have that technology it is illegal...but I also can't fix it because the Inclined Belt tickbox is greyed out because I don't have the tech.
