The Warwaw garnison (entrenchment level 5) leaves the city.
It is replaced by the Army which is in the south (there is no switch because the army is not contiguous) which get an entrenchement level 4 !

Is that definitely happening in Warsaw itself, rather in Modlin to the north west of the city?

Modlin being a fortress this is what should happen, but not in Warsaw (and in my test, it was only with Modlin that it did happen).

It occurs on Warwaw ... but this a random bug because I don't get this entrenchment level when I play on the Allied side

I found the trick

1) Move the Prusy Army close to Warsaw
2) switch with the Warsaw garnison
3) you get an entrenchment level 4 ...

2 players knew the trick (3 including me) and everybody now

I don't believe this is a bug, or something new as I looked back as far as v1.15 and this was in place for back then as well.

e.g. new unit swapping in will have the old entrenchment - 1 if old entrenchment > 0.

Warsaw unit was at entrenchment 5, Prusy Army will have entrenchment 4 after swapping in.
