In one of our PBEM games, the Germans invaded the UK and will have all of their cities occupied in the next few turns. Knowing that the UK never surrenders, where can their new units be deployed? Canada, the U.S.?

I believe Africa / Middle East.

But it has been a while.

I don't believe they can move to Canada since that is a minor.

They have 1 hex in Canada on the west border.
