Build mine base button not there

When looking at mining bases to add there is a button off to the left of each potential mine to add it to the queue for Construction ships on auto.
Some are active
Some are greyed out and tell you they are disabled and why
One of the possible mine locations does not have a button. I would not build there as it is in a nebula and would most likely be destroyed almost immediately after starting to build.
Is this why the button is not there? Thought it might be that but then the others that the game does not want you to build are just greyed out.
Why is there no button greyed or otherwise?
