Tried to place ground units and facilities at 38°12'49.0"N 121°28'52.0"W but got an "appears to be underwater" error. Area is listed as "Land: Croplands" and "Depth: -3ft." Works fine on nearby land slightly above sea level with "Elevation: 7ft."

Using Steam Open Beta v1.05.1328.2 on Windows

Can you place it on land and move it there?
