It should not be allowed to build a larger fleet than constrction yards are available in gravitic storms because all other ships get destroyed before build by the gravit storm. Great would be a high tech level building for colonies to be able to build fleets in gravatic storms.

Or at least not have production queued to be built there without one manually ordering it. Then it would be the players fault for forcing production there and taking the risk. It would also avoid having to manually order ships to build fleets to avoid the explosions that will most likely occur.

Colonies with high probability of destruction should not be in the queue to build anything. Sometimes it is useful to have a colony in a nebula but they can be a pain.

I meant the fleet building from fleet templates if this was not clear.

Now the problem has extended in gravitiv storm it is not possible anymore to build any ship at spaceport. All building ships get instant destroyed.

Zoom to the Chuimot Spaceport and build any ship, it get instant destroyed.
The shield strength also increases all the time, even at game paused.
